Executive Officers

Loretta E. Chi, J.D., Founder and President is an experienced in-house corporate attorney and lobbyist who worked ten years with the world’s major pharmaceutical companies including Merck, Inc., Pfizer, and Bristol-Myers Squibb.  Her legal experience includes corporate law, government contracts, and Food and Drug Administration law.  A member of the Maryland and District of Columbia bars, Ms. Chi received her law degree from George Washington University Law School in Washington , DC.

Joe N. Lucas, Ph.D., Chief Science Officer, and inventor of the Solution Hybridization technology, has over 25 years experience as Senior Scientist in Biophysics, Lawrence Livermore National Laboratory (LLNL).  Dr. Lucas was a member of the original LLNL team that developed the chromosome painting (FISH) technology. A Fulbright Scholar, he has published more than 100 peer reviewed articles and has been issued more than a dozen U.S. patents, including the sweep of patents covering hybridization in suspension and radiation signature.  Dr. Lucas received his Ph.D. in Biophysics from the University of California , Berkeley.
